How to compute manpower utilization?

Generally speaking manpower utilization is a % of productive (billable hours) vs. paid hours. For example, you have a service-oriented business with 2 employees. During a week, you pay the employees for 80 hours (uming a 40 hour week). During that week, you have jobs that you bill out at a total of 60 man-hours. Your utilization is 60/80 (75%).
