How does a civilian report a military crime?

he i probaly making up half of it , because my friend came back from iraq making up stuff to make him self sound so cool. You cannot just murder anyone like that in the military , there are always guards around them so , if one person killed someone for nothing the other person is a witness , kinda hard to explain on here.
