Youtube keep rejecting my videos, I cant figure out why....?

Youtube keep rejecting my video, It has no audio of stolen music it's just a 30 second funny clip of a kitten.... So why does it keep getting rejected? Immediately after I put it up it says Rejected (Due to terms and conditions) I put up other videos way more unsuitable without being rejected.
