How do you gain popularity in an office, so that you are favored for higher responsibility?

How does office politics work? Some people seem to rise to the top without having to prove themselves through work - in my office some of these high risers can spend most of the day playing on the internet, whilst others work all the time (me) and are byped for promotion. What is it all about - I do not undestand?
